The beef is incredibly tender, and I believe the rice noodles pair perfectly with it.

Unfortunately, the soup was cold... read more I placed my order right when the restaurant opened, and it still took an hour to arrive, despite only being a 10-minute drive. Unfortunately, the soup was cold and not even hot enough to cook the rare beef. I had requested no bean sprouts, but they included them anyway. I also asked for extra carrots and bok choy, but instead received broccoli and celery, along with just one piece of bok choy and some carrots. On top of that, I'm pretty sure I didn't get the extra meat I ordered. The broth was also quite bland. The spring rolls were extremely thin, but my son mentioned they tasted good, despite the small portion. The summer rolls were just okay, with only one tiny shrimp in each, which wouldn’t have been too bothersome if the rest of my order hadn’t been so disappointing. I only chose Pho Windsor because my usual pho place wasn't open yet, and I ended up waiting about the same time as if I had just waited for my regular spot. Overall, I won’t be ordering pho from here again.
