It was on the street behind our hotel and we ducked in one afternoon for a beer and a sandwich - very good. They have Quilmes Stout (a different take on stout beer that I really enjoy - it's sweet) and nice place to sit outside. I would recommend if you're staying downtown.
A very good option in the city of Neuquén: breakfast, lunch in the city of Neuquén. Excellent location. Nice atmosphere, very good service and a menu to suit all tastes.
