A small but spotlessly clean restaurant with excellent service. I've tried both the pho and the usual combo meat, rice and spring roll. Everything is delicious and fresh. I think the imperial rolls here are the best I've tried so far. The only reason I'm not putting a 5 Star is becsuse their Combos do not come with a small bowl of soup. View all feedback.

I paid about $9 for 2 mini spring rolls. they were good tho, but not worth the price and wait (15min.)

Cooking rice is perfect! authentic flavors and good taste.
Good, quick service. The portions are much smaller than the other Pho 28 location. Compared to any other vietnamese restaurant, these portions are TINY, considering this, the price is much too high. Go to the other location!
