There's a slew of tourist-oriented restaurants on Via IV Novembre (the main street that connects Herculaneum with the train station) but Roscir Cafe is well worth the two block detour. Located on a quiet street away from the tourists, the clientele is local. We were promptly greeted and after our limited language skills became apparent, an English-speaking waitress took over. The menu (pasta, pizza, salads) had English translations. Our party of; four selected an outdoor table on the sidewalk under the shade of an awning. Two of us ordered tasty pasta dishes (7 euro, one ordered a wonderful fruit salad (5 euro), and the fourth what proved to be a huge pizza (6 euro). With a soda and four waters, the tab was only 31 euro for four lunches. Roscir Cafe isn't fancy, but it is a wonderful alternative for lunch after visiting Herculaneum.

The first visit was for only a drink, great little place, quite trendy, had a good time. My second visit I ordered food and a drink, after 5 minutes I had to remind staff about my drink, as she was pouring it out, actually not the drink I had asked for, I was informed the dish I had ordered 10 minutes ago was unavailable. I left.
