It has a great view and it is fit for going out on special occasions. The vibe encourages visits with friends, rather than family, but the customers were diverse and the staff were friendly. There is definitely potential for organized events/parties. The drinks and coffee menu is diverse and the cocktails and the Ristretto were very good. Prices are slightly above average for Constanta, but adequate for the location. Beware that they will not be serving food here at least until September 2016 (and it looks like the menu will be quite limited). Instead, they will soon be opening a restaurant with a view on the floor below. The staff were nice enough to give us a preview and the location is very pleasant.

The touchscreens are no longer what is probably a good thing, as the highlight is the view of the beaches of Constanta. 6:00 in the low season Monday evening we had the place. Despite the open roof, the place smells like a curved cigarette smoke. The Aperol spray was okay. Come here alone to see the view.
Nice, Bar/Café in central Constanta with a beautiful view! You can see the sea and the old town. Staff and prices are okay.
