On weekdays except holidays, from 11:30 till 1:30, you can walk through a guarded gate to NOAA land from Magnuson Park's neighboring offleash area. (You will be asked for ID at this gate, presumably because it's federal land. During business hours, NOAA is a lengthy but pleasant bus ride from downtown.
