We had experience in restaurants business ourselves so it's not hard to spot out that the staff is not that good in sorting priorities. You can see them filling glasses of wine, discussing reservations in between themselves when some of the customers sit 15 minutes without menu and then another 25-30 minutes without getting an order taken, while doing minor things as taking deserts trolley to others, that can wait, we even wanted to leave the table and just get a room service instead because it was no sense to wait that much.
