There was a sign on the toilet door saying it was out of order, but we saw someone go in, so we asked the guy behind the counter (while standing in the queue to order) if it was working, and he rudely said yes, but it's only for customers. Decided just to get a cookie instead of ordering food, used the toilet, and left. Maybe try waiting to see if someone orders before being rude, then you might get more customers!
