Atmosphere is lovely. Spring rolls and dumplings were quite good, the eggplant was delicious however I was not a fan of the noodles - they were very dry and resembled maggi 2 minute noodles. On the expensive side, wasn't bad but wasn't spectacular.
We went there on a weekday night, the decor of the restaurant is impressive. However, that's all that's good about this place. The price point and the ambiance suggests that it's a fine dining chinese restaurant. However when the waitress came to take our order, and we had questions about the menu, she didn't know much about the menu but she wouldn't make an effort to go and ask the chef about the details until we asked her to. The waitress didn't have much knowledge about the very unclear menu. Her service was nothing more than a take away outlet. Seemed like she had no experience in serving guests in a fine dining restaurant at all. There wasn't much variety of chinese tea considering the fine dining experience it suggests. When the food arrived, they're nothing more special than take away chinese outlet. The taste is blend and the portion is small. For the wagyu wasabi beef that costs almost $30, you can get better and more tasty version of it at other chinese restaurant in civic for half the price. On top of that, they over charged us for the steam rice. Luckily, I noticed it on the bill and got them to rectify the situation on the spot. Overall, I wouldn't go back to Cinnabar again. It is not surprising that everytime I walked past it, it always looked empty, although other kingston foreshore restaurants are always full and busy.
