First things first, preheat that oven to 500 degrees F (260 degrees C). While it's heating up, let's whip up a tasty sauce in a small saucepan on the stove. Mix together some water, ketchup, brown sugar, vinegar, lemon juice, and Worcestershire sauce over medium heat. Don't forget to season it well with salt, mustard powder, and chili powder. Let that simmer for about 15 minutes until it's nice and thick.
Now, it's time to get those chicken thighs ready. Place them in a baking dish, preferably oblong, and pour that delicious sauce right over them. Cover the dish tightly and pop it in the hot oven for 15 minutes. After that, lower the temperature to 300 degrees F (150 degrees C) and let it bake for an hour.
