The Panorama Restaurant is a wonderful restaurant with very pleasant and warm staff. I visited this place for lunch and sat in the balcony. Food was good, but not great. The restaurant itself wins more points. The view from my table was great and over looking the water and Three Cities. Restaurant is small and intimate, sitting maybe 20-25pp. I would suggest having drinks here on the terrace when the weather is warmer and eat somewhere else.
