Ok, I'm going to say this is an interior valley in central Mexico. The fish consists mainly of talapia which is a farmed lake fish. They even serve talapia seviche which is pushing things in my opinion. The fired talapia fillet was fine, the shrimp was a little mushy in the cocktail.
