This restaurant is located near the train station on the main road. Not only is it vegan, but they use locally sourced ingredients. While I haven't confirmed this 100%, my Japanese colleague mentioned it to me. It's even better that they don't use plastic straws and have alternative options available. Cittá is conveniently located for travelers heading to Ōtsu, Kusatsu, or Moriyama. This charming café was a delightful find in an area with few dining options. Initially, I was the only diner on a Sunday evening at 6 pm, but soon a large group of 14 people and other guests arrived, so I recommend making a reservation in advance, especially for larger parties. I ordered the "katsu style" plate which included fried meat with pickles, a small salad, and mashed potatoes. While I enjoyed the fresh veggies and seasoning on the salad, the fried meat lacked flavor and the sauce didn't quite make up for it. Despite this, I appreciated the attention to detail in the presentation and especially loved the frozen flowers in my drink. I will definitely return when I'm in the area near Lake Biwa.
