I have been in Portland almost 7 years, this is the BEST cart I have eaten from in all my time here! I'm a food temp person. The food was piping hot, the creamy garlic sauce was amazing, the amount of shrimp I got for the $2 addition was super plentiful and the grated parmesan made for great texture and a very flavorful dish.
