Free observation tower with a great view and fantastic place to catch the sunset. They had an event cafe at the time we went (snoopy) though the cafe closed at 1830. The elevator with the window is on the second floor heading to the hotel Entrance on the left nearest the wall. View all feedback.

The glass is not good for taking pictures at night, it is quite dirty as well. However, considering it is free and only takes around 7 minutes from the station by car, if you dont have anything else to do you can just go here, but don’t expect too much. View all feedback.

This is 31st floor Toki Messi building. Its free of cost. You can see beautiful Niigata from the top. You can see entire Niigata in all direction.

Beautiful view of the sunset and magnificent night view of the city from the 31st floor all for free. Definitely worth the visit. Has a small cafe with delicious food and souvenirs.
Beautiful views of the city and beyond. Be warned that if you go at night the lights are a bit bright so they reflect off the glass into your camera if you take a picture. At least when I went there was some private event preventing the north east side from being viewed. The rest of the view was still very nice. Also be sure to visit the toilets as the east view is visible from there!
