I have tried many burgers in Japan but when I went to CruzBurgers in Yotsuya (luckily near where I live) I found the best burger I have had in Japan. It beats a lot in NY too, where I'm from. They have chili cheese fries which I'm not sure you can get anywhere else here. Also the craft beer is the real deal.
